He has been reinstated. I have not heard the official word why but they just walked around with "revised 800m results" and it has him as a DNF not a DQ.

It was beyond stupid to reinstate Makhloufi. Either you have rules which you enforce or you don't have the rule. He was in clear violation of the rules and should have been kicked out. Not to mention that if he wins a medal it will be eventually revoked because he is a clear doper.

Seems to me the only reason to have this rule in track and field is to apply if an athlete gains some kind of advantage. Where does this guy get an advantage? If he double entered to ensure not getting shut out at a shot at making the finals and then decides not to compete after making the finals in the 1500, no advantage gained, is there?
In the NCAA the "honest effort" rule or the new version is about team scoring and not about individual achievement. Maybe you can say the Olympics is about team scoring, but in reality, the only real team scoring is by the press and their medal count. There is no team score kept.
So, it seems to me that no advantage is gained here and the simple task of having a doctor other than his own write a note is an easy escape for getting back into his main event. In fact, didn't everyone even give him the way to get reinstated? Pretty simple to me.
