You can't dope for that. This will now be the key in sprinting. Like basketball, height is an invaluable asset as long as you can train the individual to take advantage of it. A tall guy with long strides and high turnover rate and it's a wrap!
The problem with your logic is that most intelligent folks don't think doping makes you superhuman. Rather, doping enhances the performances of people who already were great athletes.
Yes, Bolt would have an epic stride length regardless of doping. That doesn't mean the doping doesn't help him with training or recovery. I'd put him at a 9.80 or so clean, still a world class athlete obviously.
