They should require every cyclist in the Tour to be tested one month and two months prior to the race (the time periods are just a suggestion--they can determine what the ideal times are to test) or they don't compete. There should be a bunch of official several testing facilities around the world, and the riders should have to get their asses to those testing facilities one month and two months before the start of the tour, or they don't compete. It is an inconvenience, but it must be done!

I think they should draw so much blood for testing that no one could possibly have a competitve advantage. Also, all athletes should have to have a catheter for 2 months before, during and after competition, so no pissing except into a piss bag, and every bag would be tested. We can stay ahead of the curve by having genetic testing done on athletes and their parents before and after competition.

As far as EPO, people with renal (kidney) trouble do get the shots, especially older women. I doubt it is done outside of a medical facility, though. Nice try, guy.

Cycling as a sport is a joke if you expect it to be clean.
If you don't care then it's fine.
My assumption is that the major players are using whatever it takes to get them to the finish line 1st including our hometown boy.
