qu's run was in championship race with significant uneven pace & no specified pacer - at even pace she wouda gone 3'49.0 maybe even dipping into the 3'48s
on top of that, no one seriously doubts hicham's run was better talent than qu, meaning his 1500 is superior to whatever qu couda run
even if you offer them parity

conversely, a men's 3'30 ->3'53.4, which indicates that the events were comparable in mid-'80s, but women have got left behind

generally, sensible analysts go with ~ 10% difference between women's men's times
it's probably about 10% for sprints ( 10.00 = 11.00, 20.00 = 22.00, etc ), but in longer distances, it will be slightly less than 10% as those races require less "explosive/muscular" component of the sprints, where men have huge testo advantage, & more on endurance, where women are much closer to parity
for 1500 up, you are possibly looking at nearer 9.5% differential
using 9.5 - 10%
for 3'26 ->3'45.5 - 3'46.6
for 3'30 ->3'49.9 - 3'51.0
conversely, a 4'00 ->3'38.1 - 3'39.1

I would imagine the Russian system is more centralised and organised, but it's the same stuff getting the same results.
