depends on the school, but that is good enough for a lot of D1 schools. probably not the schools that are going to nationals in xc every year though.
what course? or is that on the track?
XC times are hard to convert around due to courses.

you could walk on to some schools, but you would probably have a hard time running with some of the guys. I know from experience cuz there is a walk-on on my team and my coach has to change up the workout and he practically has to do his workouts a lone. his 5k pr was about 16:45 too. At the same time I am not saying you cannot improve.
You could walk on to D1 schools since a lot of them are no better than a D2 or D3 school. However, you will not be able to walk on to D1 schools that are any good. If you get your time under 16:00 this year and place in the top five at your state meet, then you have a shot.
Your 16:15 time is fine, I walked on to a team that had a really good program with that 5k time, the thing is track season, you have to run a 1:55,4:20,or 9:30 during track, use your cross season to train for track
Depends on the school to some degree, but 16:45 would not meet the walk on cutoffs for most D1 programs. 15:45 would have you in the ballpark, but most schools will want to see track times more than XC times, just because courses are so variable. 10:00 for a smaller program, 9:45 for a medium program, 9:20 for a top program.

You could walk on to UVA
If you have heart and a decent time, you can walk onto any team in the nation. You may not get same amount of gear/scholarship, if any, but you'd be on the team.
16:45 shows dedication. If you improve by any time at all in your senior year, you will be great.
Point is: if a coach won't expand his program to allow you in that that is not a program worth yours or anyones time.
