Who cares? Getting laid is more important than running. If you can get some the night before, and the morning of then - awesome! A good nights sleep and an early morning warm up. I'd say that's a performance enhancer.
It would definitely hinder performance. I put the minimum time it would take at 10-15 seconds. That's a lot of time to spot the field.
Maybe in a 10000 you could get away with it and catch up, but you would have to be really quick or a lot faster than the rest of the field.
Shorter distances, it would definitely hinder performance in any kind of competitive field. Plus, there would be the public indecency charges to deal with after they caught you.

Personally this is why I have chosen to avoid the sins of the flesh. My life is too full to waste my time in acts of coitus. Currently I am in the beginning stages of my training regimen focused on the 2016 games. I do not want to set myself back in any manner whatsoever. I have told my ladyfriends that I am just not available until (at the earliest) the conclusion of the 2016 games. Yes, my frieds, the dream is still alive and things are looking good for 2016.

From personal experience:
I am much faster now than I was in high school. I have sex now. I didn't back then. I train less now than I did then. Seems obvious what the answer to your question is.
This may aid performance. If I recall correctly a certain 400 meter running claiming after the Olympics that his elevated levels were due to having sex the night before several times. Personally done it on a few occasions and it relaxed me the night before. Thus calming the nerves.
Noakes has a section on this in the Lore of Running... and, if I recall correctly, says that there's no good evidence one way or the other.
Coach Groves always told us, "In bed by 11, home by 1".
I think sex would hinder performance on the track for most runners, but not hurdlers or steeplechase runners who are used to stepping over things. Runners with little knee lift would be especially hindered.
I know how to 'put this theory to bed'. Just find me a female running companion and we'll experiment. Then I'll report the results. No need to thank me, science is just that important to me. It's basically pointless because there are so many other (probably more critical) factors that play a role in race day performance.
