Of course they are. So are you every time you take an anti-inflammatory or drink a cup of coffee. It's always been about legal limits - not legal limits for intake but legal limits for blood or urine content at the time of testing. They know exactly how far they can go and they go there. If they didn't, they'd be stupid because it would put them at a disadvantage against the ones that do go there.

You might be mistaken. I think banned athletes have to continue to get drug tested if they ever want to return.
yes they're tested during the off time and have to submit to full testing 6 months before their return.

When he was doping he genetically enhanced his muscles, that stuff doesn't just go away when you stop juicing. The benefits are still there as he was able to develop his muscles better and faster than those who don't dope so he still has a better opportunity to succeed because, even tho he may not be juicing, he still was able to develop his muscles better.

Justin, like Marion wrecked his career because he messed with things he never needed in the first place.

If you a guy who doesn't break down, recovers well, there's no reason to believe that you can run as well as any doper.
Sprinting is far more debilitating than distance running. Sprinters live and race on the knife edge of fitness and disaster. Tyson Gay is an example who slips over and back regularly.

That's just it. You don't get faster by training longer or more frequently. It's 99% genetics and the rest is just about mastering the technical details.
