I think this does depend on the athlete. I do agree that it should be faster than mile pace for pretty much everyone, if that is the goal of the workout. I also agree that it should be slower than 800 pace for anyone who does it. The question is where between the 2 paces. I think this is dependent on the athlete. I think for most 800 runners this will be done closer to mile pace. 600 is just the wrong side of that critical threshold so a speedster with faster 800 than mile can't rely on speed to crank out the reps like he could with 400s (say). Doing 600s with less than total rec really is a strength workout for most 800 runners.
