Obviously, it is quite possible for one to be a strength runner in one event and a speed runner in another, for example, Saïd Aouita in the 800 and 5000.
Auoita could ran 1:15 600m in a workout. Not a slug.
it generally means that you don't really have alot of basic speed or closing speed, but can string alot of 400s, miles, whatever the race distance is; to run a good time. ie..you might not run under 54 for a 400m but can string enough mid 60s together to run a 13:58 5k. Or, you can't run under 4:25 for a mile but can string enough miles together at 5:15 to 5:20 per, to run a 2:18 Marathon. That is 'strength'.
As the others have said in various ways,
It means that you can run close to your top speed for longer than other runners. Bad news is that your top speed isn't that fast.
