That's terrible. It reminds me of the story of the Phelps family (of Westboro Baptist Church infamy) forcing all the children, including one just 7 years of age, to run in the Heart of America marathon in the early seventies. The 7 year old struggled mightily, causing other runners to beg the race director to pull him off the course, but he finished in seven hours.

You've clearly never worked with a poor population. I have great grandmothers in my clinic who are 46. Kids having kids at age 14 or 15 - very common. Do the math.

She didn't die from the run. She didn't die until a few days after that. Where was she in the meantime?
If she died in a hospital, then the hospital is responsible for killing her.

It has nothing to do with being a red state. I work at an urban hospital in a blue city that's in a blue state & there's many many women coming in having their second baby already by the age of 18.
Sadly she hits the wall right at time. But the wall was eternal. RIP.
