You're right..I've seen Bekele's manager doing similar things. But this might get your athlete disqualified from a high school race. It is illegal and shouldn't be done in the pro ranks. Salazar should be in the crowd.

If I do recall Webb's agent Ray Flynn was on the infield of the track yelling at him with 200m to go during his AR mile. Should that have been a DQ as well?
