My guess is yes. He's a better runner in a better field.
i say he'll go faster than rupp (definitely will. farahs a bit better than rupp and is stronger, plus more of a quality field and audience to help pull him along). the big question is how much faster.
im saying it goes one of two ways; he just goes for european record at a bare minimum of sub 8:10 (both he and rupp are right around the same shape) just to say he has the record and got a good race in.
or he really goes for it to test his fitness and trys for a a fast time.
assuming he just goes for the european record, he'll definitely get it and will stick with an 8:09 so he can say he's still as fast as rupp.
if he goes for it though, i say he runs 8:06-8:07. 8:08 at the slowest assuming this scenario

this is an energy-sapping trackgaby szabo, the 8'21 fastest non-chinese ever ( albeit defar's 2 miles of 8'58 is 8'18 with 1.08 ) set a then 8'30+wr on that track & commented

contrary to popular belief, if this is same surface as decade ago, it's not great for distance runners & all the wrs on it have been set because of even more fantastical effort than you'd expect in a wr

Better, deeper field doesn't automatically mean a faster winning time. Rupp got towed along easy and then had an uninterrupted 2nd half allowing him to be very efficient and not waste energy. Mo's likely to have to deal with more pace changes and some passing.
He's shown slightly better than Rupp in the last 6mo. so 8:07 wouldn't surprise me. 8:11-13 wouldn't surprise me either but based on how the race goes I don't necessarily think it will mean anything.
I don't see how Mo can be in top shape considering the amount of travelling he's done in the last few weeks.

8:08.5 but only because he is a better kicker than Rupp and he has an actual race to run (not a time trial)

Rupp doesn't get a lot of credit on this board but he is obviously really, really good. That said, it seems like despite him and Mo training together and doing all the same workouts, Mo always had the better kick. Mo is just a little bit more talented...
Actually Farah doesn't have a better kick. I know posters on this board ridicule the notion "leg speed" but this is why people use that term for lack of anything better.
