He's like pushing 70 and still looks ridiculously fit.

14:30?
He did not have a prime.
Based on my research the correct answer is 13:42.
Considering Mick Jagger is one of the worst vocalists ever and the Rolling Stones are one of the most overrated bands of all time I would say the answer is 22:30. Mick Jagger probably has no range since his vocal range is all of 2 notes. He probably has no rhythm because his singing has no rhythm. He probably has no strength because he's a super skinny dude.
17:13 while hungover.
any relation to evan jager?

He banged your girfriend, didn't he? That's what all this bitterness is about.
Did he run 15MPW in his prime at least?
If not, 24:30 is my answer.
Before the 1981 tour The Runner Magazine has a blurb about Jagger running 7 miles a day at 7 minute pace. Which would probably has been his running prime at age 38. He would have been capable of around 17:00 I would imagine.
Jagger always took care of himself and was an athlete in his youth. His dad was a PE teacher. He definitely lived an anti-athletic lifestyle but not to the extent the rest of his bandmates did.
Well, he moves like Jager, so 13:22
He liked his track and field:

Name drops Lasse Viren.
Eight weeks training, drug free, I saw 15:10. With some drugs, 14:50.
If you don't think physical fitness was a big part of his life check out this video from 1959:
I love Mick Jagger, but if he tried to run a 5k at any time he'd probably die a mile in.
DNF
wonder what Keith Richards could do...
he looks like he was a 16:55 guy in his prime
He would clear two miles in 10:47, but then stop for a fag.
21:34.
From the late 70's he was running 6 miles a day and had a personal trainer...keeping in shape for touring, in between tours etc. His trainer/body guard would run with him.
He was also a big Olympics fan and was interviewed in the stands raving about Jauntorena.
I don't know how long he continued to train and what other kinds of fitness work he did...
Rumors in the 70s had it that Mick and Keith used to do so many drugs that in order to stay alive they had to head to some European clinic once a year to have their bad blood removed and healthy blood transfused into them. Given this truth, I'd bet Mick could get a few pints of Lance (and all his additives) in him, and he'd be good for a sub 20:00 now.
