Is it legal to pass a runner on the inside of lane 1 when
he/she is running on the outside of that lane?
I ask b/c of the ladies' 800m in Oregon. Teter left room
to pass, even though Cummings didn't have the legs to do it.

As long as you don't step off the track, it's legal. I guess there could be some question if one were to really squeeze through an opening that wasn't there, and impede the runner they were passing.
Nope, as a matter of fact it's not legal to pass a runner in the final 100 meters of the race either. The only exception is if you leave the track, come back on and throw a hard elbow square to the chest of the runner you're passing, then and only then is it a legal pass.
Better question: Can a runner move the inside lane if there isn't anyone else there?

Yeth, legal to pass on the inner part, half, third, lebenty-twelve inches as long as you don't: harm, insult, impede, barf on, push, shove, mutilate the runner being passed.
Since you were at Gresham Saturday, just replay the last 100 meters or so of the men's 3k. Name slips me as I sit at my desk, but he was all smiles as the three in front swung wide to prevent passing on the outside...he just stretched out the stride and went on through. All legal, ethical, and approved of by the forces for good in the community at large.
