There is wide individual variation in terms of fatigue resistance, still, hard to accomplish a great 5000m without great speed.
4x400 split w/ running start -> 5000m limit
48+/ <13' 52+ / <14' 56+ /<15' 60+ /<16
ln/ln analysis would give a somewhat better prediction but these values are very close at least for the top 1% of the running population.
Don't know how a 400 meter time could allow for even reasonable extrapolation to 5000 without knowing the other factors noted by other posters on this thread. But I do know I ran 16:46 for 5K last week and the chances of me running 55 (or something even close to that) are = to the chances of me being hospitalized after I attempted to do so and failed miserably; 100%.
I'm sorry i don't think i was clear enough what im trying to ask is in comparison to time as in like how they would place in a race such as a 55 would get you 10th at districts and blank 5k time would also get you like 10th? and yes i know there very different cross and track.
you cannot predict a 5k time off a 400 time. I know a guy who can "only" run 54 seconds, but has also ran sub 15 in the 5k. A lot of sprinters who can run a 400 in under 50 seconds, but can't run sub 20 in the 5k.

He means like how does say a 45 second 400m runner compare to a 13:30 5K runner. Which performance is better. Not how to get from 400m time to 5K time.
IAAF tables have a 55 flat 400m as equivalent to a 16:09 5K.
As stated by "older not done", a 55 second 400m is a respectable time for JV. It's comparable to someone running around 18:00 5k, not in physical effort but in how it places among other competition.
55 won't place in most districts. 53 is about what you need to run to finish in 10th.
A 17:10 in x-country will place you around the same as a 53s 400m.
Looked up my old district (PA district III, AAA) for shits and giggles. 10th in the 400 was 50.74. The 10th 4x400 went 3:26. 10th in cross country was 16:41 on the Hershey course. 10th in the 3200 was 9:47 if you want a distance 'equivalent' run on the track.
A linear adjustment makes 55 low 18s on that course, but I don't know if that's a good way to do it. It's a little harder to compare because no one cares how fast the 7th best 400 runner at a school. The populations are pretty different, too. Only guys who go out for cross ever try the 5k while everyone who does track runs a 400 and some point guard or wide receiver with good natural speed will run sub 55 with basically no specific training.

Yes, BUT, each second faster at 400m would be like 20-30 faster at 5000m. And both times are kind of at the precipice of being "All-District" caliber. One would only need a second or two in the 400m or 45-60 seconds faster in the 5000m to be a solid local runner.

400m pace = 77% of 1609m pace, 68% of 5K track pace, & 65% of 5K XC pace
For Professionals:
400m pace = 78% of 1609m pace, 71% of 5K track pace, and 68% of 10K pace
