I have been trying to confirm by E-Mail and calling the staff at Penn Relays about whether my high school boys team can run a 4 x 400 qualifier during the indoor track season.

You dont have to qualify for the 4x4. Just enter them.

The website said your team had to be sub 3:40 at a meet that has 5 or more teams to qualify. It goes on to say that if your team runs slower than 3:45 at the relay your team will be put on suspension for one year.
The 4x1 has no qualifying standard.
Ok thats true if the boys are going to run 3:50+ you prob shouldnt bring them. Although ive never heard of someone actually being banned for a year although it certainly could happen. But they arent going to check if you ran 338 or 341. Its not like the 4x8 and DMR.
So the overall point is yes you can use an indoor time
Here is what they have written on the website. Seems like they have a pretty strict standard for reviewing entries. Maybe your right that they don't check your entry but based on what they have written down it seems like they would:
Relay teams should be entered only if they have achieved the following performances in official meets in 2011. Individual event performances must be achieved during the 2011 seasons except for the 400H, Discus and Javelin, which may be achieved in 2010. All marks must be achieved in meets among at least five schools. Marks not readily verifiable in national track & field periodicals or on national websites must include supporting documentation. Updating of performances is permissible in all events except the 4x100m and 4x400m.

4×400 3:40.0
4×800 8:15.0
Distance Medley 10:40.0
Mile 4:20.0
(1500) 4:01.0
3000 8:45.0
(3200) 9:23.0
400H 55.00
(300H) 38.00

Achievement of the above standards does not guarantee acceptance. Size of fields as listed under event headings are approximate and will be adjusted as circumstances require
4x400m Relay. Open Classified Races, Saturday, beginning 9:10 a.m. Teams will be classified on the basis of their performance in the Penn Relays during the past five years, and on estimated and adjusted times for the current year. Teams which run slower than 3:45 in 2011 will be placed on a one-year probation. They have not updated the info for 2012 so the above information was for the 2011 meet. I'm assuming they have not changed their standards for gthe event.
since we use indoor times to qualify for the DMR and 4x8 I guess you can use indoor times for the 4x4. But they don't really check the 4x4s just make sure your team is respectable. And I know teams that were put on probation for not hitting 3:40

Thank you for the information. We peaked out at 3:30 last year in June with all 4 guys returning this year. I can't imagine we'll be slower than 3:40 with that crowd watching, although the guys are a little out of shape right now but that's normal for this time of year. The goal is to peak out at 3:20-25 this year.
I've never been to Penn Relays as an athlete or a coach. I hear that it's incredible. The guys have earned it. They train hard. Hopefully they stay healthy. My alternate is a couple of steps slow
