Well, a lot of top HS guys work hard with the hope of getting a college scholarship, ya know.
Hopefully, USATF would start/encourage a club program where athletes can develop into national and world class athletes without worrying about scoring points in meets.
These clubs will be open to all comers, so the 4:30 miler who was mis-coached in high school can get the proper coaching and blossom into a great runner instead of stopping because a DI coach didn't have the money to give him a scholarship.
The club can be in your hometown so that the coach will know or at least be familiar with the athlete and he/she may get better coaching.
