Marcus O'Sullivan ran 3:50 and was rumored to not be able to run under 50 sec for 400m. He also ran 100+ sub 4:00 min in the mile.

Well if they did, they never showed it.
it's very likely many didn't have 46-ish speed, though i'd be willing to bet most had 47-ish speed. among sub-4 guys i competed with, bill burke and i once talked about how we were the only ones who probably couldn't break 50 (though i finally did it in practice, 49.8, my last year of pro running).
i'd bet the farm marcus could break 50 easily in his best shape. it's very possible he just never ran an all-out race effort 400...

I think I would have to put Ryun in there.
I wouldn't worry too much about their poor speed. As long as they have good foot speed, that's what counts (or is it leg speed? I can never keep those straight).

Webb ran 47 in high school. No doubt he could have run 46.xx in his 3:30 days.
Tim Hacker was a 50.0 and 1:49.0 American in the 1980's that had one of the best homestretch kicks in the final straight. Especially in a 3:37-3:41 US Championhip.
He could turn it over and get to top speed and hold it longer than most and was a winner.
3:34 in 1986. ALso NCAA Cross Country champ, US Champ in Cross and 5000 meters.
For a guy with little credentials at shorter distances, he could really close that last 150 when he was close. He turned into a 100 meter man in the last straight.
jenny barringer would fall in that category on the women's side...sub 4 1500/world champ with a great kick, but I can't run under 2:02 in the 8

I don't think you guys have any idea how fast most of the milers mentioned so far could run 400 meters.

I highly doubt it. You clearly havn't been around many runners.
The only one I can think of who probably could have hit 46-point is Ryun. Of those who could break 50, I'd say there's a very hard ceiling at 48-flat.
