Usually I wear shorts into the 30s but do some wear shorts colder than that? As I get ready to run this morning the temp is 23 degrees and wind out of the northwest at 8 mph. I guess I will put some tights on and a windbreaker over my t shirt.

I'll wear shorts in the 40s and maybe upper 30s. But I never wear tights.
Until about freezing but it depends on a lot of factors (sun, precipitation, wind, etc.)
Until about 25 degrees. Tights are embarrassing.
Ran in about -5 yesterday will probably continue until it gets to -15.
They are usually room temperature when I put them on.

Until about 45 degrees (with wind.) If I wear tights, I just wear shorts over em. I hate the look of tights, it's too dainty.

FYI, shorts over tights looks absolutely ridiculous.
If you don't like the look of tights, wear running pants, never wear shorts over your tights, when you get to college (i assume you are in HS) you college teammates will make fun of you for wearing that.
Depending on wind and rain/snow, i will wear shorts until about 25 degrees, usually i start wearing some underwear with my shorts when it gets below 40 for an extra layer of protection.
I find that running shorts over my tights afford certain parts of me a bit of extra protection from the wind.
60+ degrees = shorts or half tights
40-60 degrees = half tights
0-40 degrees = full tights
I usually don't care what over people wear - but I'll go full diva and say don't ever wear shorts over tights. What is the point? Do you have a particular fondness for your 1992 middle school basketball team?

shorts under tights works better (at track meets, anyway) since you can take the tights off if you get too hot and then you have shorts on.
Mid-30's is my usual transition point to tights. But if I'm going fast (e.g. a race) and going to be generating more heat I'll go down to about 25. Precipitation/wind obviously are big factors.
And I generally go with a running sock stuck down the front of the tights for extra warmth rather than shorts on the outside. Way better look and easier on the laundry.
It was 15 on today's run. Probably quite a few months before I see consistent shorts weather again.
shorts 40 and warmer
30-40, half-tights
colder than 30, full tights
In the 40s and then I switch to running at night in so no one can see me in the tights. If I'm racing, it's only shorts. One year I put a third sock on Mr. Happy because the temp was 21 degrees.
if it is a morning run then I'll only wear shorts down to the upper teens, and then start wearing tights - if it is an afternoon run then I'll probably wear shorts down to just below 10. My hands are where I have problems; those things get frozen in the 40s.
Shorts over tights is an abomination. You look like an insecure prick. Like someone else said, it's a completely HS move.

This.
Or ... maybe you have a prick which you are trying to keep secure :) ... but you wouldn't understand such things
I used to wear shorts down to about 30-35 degrees in high school, but that was usually about as cold as it got where I lived. Now I wear tights pretty often, even in the 40s. I could wear shorts, but I no longer think the bright-red legs look is that hardcore. I'd rather be comfortable and keep the blood flowing in my legs. I think they help with circulation when it's cold out. Races are a different story, but by the time I strip down, I'm already warmed-up.

For real men, tights are an abomination. They look fine on the ladies, though.
