1. Yes they are a different color on each foot. But on one shoe where the main color is blue and the nike sign is green, the other shoe's main color will be green and the nike sign is blue.
2.There are no new upgrades, just new colors. There will be a new shoe the next year.

the new ones don't cost more, the old ones cost less because they were last year's colors. If you want victories, get them now and get the old colors because you are getting the same shoe for less money.
there are a new version of the victorys that is currently being used by elites and is still in some later testing stages. based off of some (now removed) photos from ciaran o lionard's twitter, the new spike is called the nike zoom vicotry elite and is rumored to potentially weigh under 3 ounces.
this is the same spike that had pictures floating around after the pre classic and other such meets, just now with a more stable, less varied model.
the new victories that are to be (projected) released around 2013 to the general public and will be featured in the 2012 games feature a new variation to the flywire currently being used. Its the same flywire but with a different cabling style used, one that appears to be better in lockdown as well as comofort.
the spike plate appears to be full length (at least for now, some might consider cutting it back for people like lagat who prefer just a forefoot plate, or just all together removing the full length feature) with a similiar spike configuration to the victories but utilizing carbon fiber in the center of the forefoot plate.
It has also been rumored that the potential full length plate will be made out of carbon fiber as well. the forefoot will definitely feature carbon fiber under what appears to be a new styling of the tpu sharkskin in various areas surrounding the forefoot.
not much has been said on the upper but it appears to have mesh incorporated into it. here is a picture taken of the spikes before it was removed from twitter.

the plate feature is rumored to also be being used in sprinters spikes as well. on the same page you can see David Oliver wearing what appears to be a similiar plate on his spikes. this is pretty much all i know on the new victories but the ones the OP mentioned from firsttothefinish are just colorway updates. these are the news spikes that we'll be seeing more of in the future.
