If you are not just trolling, you need to offer a lot more info. What is your sex? What is your coach's?
It all comes down to intent. Do you feel victimized or is a law suit just something you think you could file if you wanted to? Just because you can carry the law out and sue someone, doesn't mean you should.
If you're a girl, this is part of the coach's "reward" for their job. If you're a guy...the same! Bwahahaha!

Who gives a shit about a lawsuit? If it makes you uncomfortable but you are comfortable talking to the coach about it tell them how it makes you feel and demand they stop. If you aren't comfortable talking to them about it go to their superior, presumably your schools athletic director. If you truly believe its criminal, i.e. your coach is doing it to assert his dominance over you, you should consider reporting it to the police as well but consider if that is really what you want as helping the police bring sexual harassment charges can be extremely draining for the victim.
send an anonymous letter to him saying you have noticed that he does this. Explain that in these current times such action can be misconstrued etc and that he really should stop doing this. If after this tip off it happens again sue the pants off him.
let him know that you are either interested or uninteresed in his avdances... That should take care of the problem either way?

This is America, therefore the correct response to him making you feel mildly uncomfortable is to ruin his life by suing him. With any luck his wife will divorce him, he will certainly be fired and never work as a coach again.
Alternatively, you could just grow up and say something to him.
My neighbor's dog barks a lot, so I knocked on his door and we had a discussion about it. He no longer allows the dog to bark and I am satisfied. See how that works? Not a single predatory lawyer involved and my relationship with my neighbor is fine. I suspect if I had just called the police before even allowing him to fix the problem, then our relationship would be a touch strained.
So, assuming you aren't a troll, you need to grow up and learn how to handle uncomfortable situations and not be a cry baby.

Why do you have to tell the owner his dog is barking? Is he deaf? It's common coutesy and understood people don't enjoy hearing dogs bark all day. Thus either he knew and didn't care or he is deaf.

Maybe the neighbor goes to work during the day.
Don't mention a thing to the coach because it will cause some strain in your relationship regardless. Instead, send a letter to the athletic department or administration requesting that they stop the coach from this behavior. If they do not, you will seek legal options. And then stick to your word.

That is correct. He goes to work and leaves his dog outside all day. I work at home several days a week and the dog was driving me crazy, so I went and told him about it. He got the dog a bark collar. I felt no need to sue anyone over this.
