Don't know the name, but LSU tends to have a strong corp of sprinters year after year

LSU has Bennie Brazell now, but THE GUY with sprints at LSU is Dennis Shaver himself.
Some others to look at are obviously Baylor in the 400, also Florida, Florida State, Texas A&M (already mentioned but Vince Anderson is the womens coach), USC, and Clemson, all with good results scoring points in recent years.
400 meters Baylor Clyde Hart
South Carolina
LSU
FSU?
Arkansas
Florida
Tennessee
USC
Oregon
Are some others
You said "at any level"...
In the Ivy League, Cornell (men and women) pretty consistently seems to have good depth in the sprints and hurdles.
Dave Hegland has to be near the top 5 .. look at what he does with the money he is given. Amazing.

What exactly has he done? He had LeBlanc a few years ago who made big improvements to place high at NCAAs, but other than that?
Owusu-Agyapong ran 11.64 in HS, it's taken her 3 years to drop to 11.55. That's the only capable sprinter on their squad, men or women.
He may be good, but if he's getting nothing to work with, he should go elsewhere.
Take a look at what Steve Blocker did last year at Emporia State. It's pretty tough not to include him in the discussion.
