What are the rules and regulations surrounding a coach and his team with regards to training with a Post-Collegiate team? To be more specific, I am in a position where it would benefit my racing club if we could run with my old coach and his team at least during the winter to utilize facilities (and his coaching of course).

Do you plan to compensate your coach for his time?
I guess we would like to but if the rule says that would be a conflict of interest then I believe that the coach would agree to zero compensation so that at least their runners would have more training partners.
NCAA rules prohibit anyone from training with a team unless one is a certified member of the team, or a coach.

No, a post collegiate team may not practice with a college team. Neither can a post collegiate athlete, except on a rare occasion.
From the USATF post-collegiate survival guide:
The NCAA does place restrictions on collegiate coaches working
with former student-athletes and athletes who are not former
student-athletes at the institution where they wish to train. If you
graduated from the school where you are training, you can practice
with the team. If you did not graduate from that school, you
may not workout with the collegiate team. (See Addendum “E”
for the actual rules). This regulation will place an extra burden
on the coach if you did not graduate from the institution, so please
understand if a coach is not able to work with you for this reason.
ADDENDUM E - NCAA Coaching Rules
It is permissible for an alumnus of an institution (e.g., former student-athlete) to participate in
an occasional practice session with a member institutions intercollegiate athletics team. A
1992 Interpretation of Rule 14.1.6.1
Rule 14.1.6.1 states that to be eligible to participate in organized practice sessions, a studentathlete
shall be enrolled in a minimum full-time program of studies leading to a baccalaureate
or equivalent degree as defined by the regulations of the certifying institution.
How does this rule apply to the post-collegiate athlete and his/her coach? The athlete (who is
NOT a former student-athlete) may not work out with the team.
