You ask 2 questions. I don't know how far apart the start is from the 30 km point in Berlin but know the course can't drop more than 1 meter per km over the 30 km (30 meters) and the start & 30 km point must be w/in 50% of each other, or 15 km. The 50% requirement differs from US standards which require the start & finish be w/in 30% of the total distance (any distance).
It is possible an USA runner in the NYC Marathon could set a WR and NOT set an American Record...and they wonder why folks laugh at our sport.
Is there a place on the IAAF website that lists each IAAF Cert course and which splits can or can not be used for record purposes. I'm guessing that some split points might be outside the 50% and others in. Some geometric math wiz might help tell us if that scenerio is possible. Example on a simple out ond back you could put the turn at 25Km out-outside the 50%- and the finish will then be about 4km away from the start making it a WR course with a 25KM split that can not be counted but the 20 and 30 km splits could count fro records.
