Why would you want to do this? Seems like it would be incredibly uncomfortable. I believe the answer is no though.
I don't like tying my laces with the tag on there. Just doesn't feel quite right. However, if you put the tag under the insole you don't even feel it. I don't know if it'll register with the electronic sensor mat, though.
I think it will still get read by the mats. I understand how it would be uncomfortable to tie on the "official" way. Can't you tie the laces first (maybe not with a bowtie), then tie the chip on with the remaining lace? The chip does need to be roughly parallel to the ground or else it might not read.

Tie your shoes first then use twist ties to attach the chip to your shoe. You don't even notice that the chip is on your shoe.

I was at a middle school invite this weekend, and they were testing new chip technology on selected runners. Every runner still wore the traditional chip on their shoe. But a few runners in each race also wore a bib that had a chip in it. According to the timing officials, they worked wonderfully and have been successfully tested in the recent past. They were unsure as to how soon we might see this technology in regular use, but it appears to be on its way.
Pretty sure the last two road races I've entered used this and it worked just fine as far as I could tell.I think it is great. You are pinning on a bib anyway, so one less thing to deal with on race day!

I think the timing chips/tags behind the bib are the best way to go. They have been around for at least 6 - 8 months, if not more.The last race I did had the tag in the back of the bib (the MYLAPS system), with a piece of foam to put a little separation between the 'tag' and the person's chest.

I think the one at the events I "raced" were the chronotrack b-tags

I don't even look at the needle when I donate blood! The last thing I'm going to do is slice through my heel to stick in a piece of silicon.
