Does anybody know some good ways to flatten an xc course that are not too involved? (ie not needing to get a tractor or something like that) I don't want to flatten the course itself, just the footing, which is pretty choppy.

That doesn't help much.
Find some fat people and ask them to roll over it for you.
Get it good and wet, and then get a boy scout troop to go around it with some plywood, jumping up and down on it to smooth it out, bit by bit. How long is the course that needs to be smoothed?
I have the answer for you. Contract a excavating company that has a 10 ton plus roller - the vibrating kind. Wait unitl it has a light rain on it and have them com over and it will flatten right out. Then make sure to mow it short - less then 2.5 inches. email if you want more info. The course I mange was the D2 Atlantic Regional Course and had great footing.
