I think it might be possible, but it depends on other things. What are your PR's for other events? What type of training do you do? We need to know more about you.
I'm a 4/8 guy, and my 400 PR is 49 flat. This is the first summer that I've actually lifted and ran on a consistent basis. My training usually consists of strength stuff in the beginning of the year with high end speed work towards the spring.
You would have to average 52.5s. 3.5 seconds slower than your all out 400. Shoot for sub 1:50 first. That's more realistic.

4x400 split is proportional to your flying 100m.
10.5 is a reasonable objective, but you may need something
closer to 10.0
45-47 range is required. 47 if you dont mind losing big races.
so the answer is yes but most likely, the project would take 2 seasons. if you can't make 45-47 it wont really matter even a bit how msny miles you run in training.
roughly speaking, if 145 is possible, it is possible
on 60-100km/week.

Assuming your 15 or 16, I like your chances.Look 1:45 isn't likely for anyone. Hell Michael Granville (ran like 1:50 as a sophomore in HS, 1:46 as a senior, had low 46 speed) never ran 1:45. Do you have an outside shot? Assuming your under 22 or so, sure. You need to get a bit faster in the 400 and develop some strength. Cranking up the training might cause both of those to happen.
