Why would a school have only a cross country team and no track? That sets a runner up for disaster if the coach doesn't get involved at all helping guys compete unattached from winter to the next XC season
The women have both xc/track, men just XC. D1 big name school
my friend runs at Vandy. He says they do track still, but as a track club. They workout regularly and compete in home meets and some away meets if possible, but since they aren't varsity, its hard to get recruits to come so the quality of the team is poor.

Title IX, see above. More money on football means more money on women's sports, which means less money for unpopular men's sports.
Football teams hire 6coaches
Track teams get 1-2
Northwestern does this for women. No surprise they aren't very competitive in the big 10. They have other issues though.
Revenue generating sports rule. That is why Lacrosse is now more popular than T&F.
Title IX discussion is becoming a dead horse. Beaten to death. Don't blame the girls. Blame the female screamers in NCAA who don't care if the football program that pays for over 75% of all female sports is destroyed.
Only large schools like Florida, Alabama, UCLA can survive this stupid act.
