shorten you stride by a couple of inches at footstrike and it will put your weight over your foot on footstrike and then your stride will slightly quicken.
Hop on one leg - that should do the trick.
Bike before you run and your cadence will naturally increase because you're used to your legs moving faster on the bike. When you get off the bike and start running it feels like you're going butt slow but when you check the watch you're fine. In addition, running barefoot will strengthen your calves so you can run on your toes, which is the end goal.

Bingo. The OP wants to reduce his/her stride length AND to reduce his/her cadence. Walking should do it--works for me, anyway...
So OP wants a slower stride rate and a shorter stride length. Not sure about you'll but to me that sounds like dude just wants to slow down.
Running slower or walking ought to solve the problem nicely.
