I enjoy my current pair of Kinvara's for my mileage, and Zoom Vic's for racing, but I'm looking for a flat that doesn't have a heel counter. I wear a pair of Adizero Rockets and I love them but I'm looking to switch over to something else soon.

you could try the nike streak xcs, the mizuno wave universe, or the saucony grid A4. the streaks i personally love, they just have a really nice fast feel and flexible forefoot along with good grip. only thing i dont like is the cushioning feels way too soft/squishy, fine for racing but if you stand in them for a little bit your feet feel a little bit funny and almost like theyre going numb.
the mizuno wave universes are the lightest out of the three, but also have the least cushioning (which is to be expected with its weight being about 3.5 ounces) if you heel strike, these would be terrible for you as they have nothing to at least cushion the heel, but they have the lowest heel out of the three. they dont have as fast a "feel" as the streaks in terms of how they feel to carry on your feet though.
the grid 4A's are about the same as the streaks but with a little less squishy cushioning, so they dont make you feel like your feet are going numb, and they tend to be a little bit more responsive. they are also more equal in heel to toe ratio. if you wanted to use whatever flat you get for xc or a wet track meet, the ones that drain the best are the streaks though.
I've had good luck with this using New Balance 100/101s, and just got the NB Minimus Roads, which seem to have no heel counter.

Neither of those are racing flats...
I think you might like the Brooks Machs. They are a spike and come in a flat. I use ones that are a couple of years old but you might check them out.
