And at that, the term full recovery is not clear. Perhaps to be fully recovered you would wait two days before going out again. Maybe on the 10th attempt you would realize you needed a 4 day break before you gott back for your top 100 meter effort.

Depends on whether you were trying to run or sprint the 100s.
If you are running, you might do sets of 10-20 a la Igloi, with short rest between sprints and a longer rest between sets. If you did 5X10X100 with 30 sec/5 min, this would not take too long. Sprinters doing extensive tempo would be doing this type of thing at 70% speed.
If you were sprinting the 100s at 95-100% with full recovery, the recovery would be 8-15 minutes, and you would stop after 4-5, as your time would start to decline. Whether training for sprints or mid distance, if you continue to train after your CNS has had it, you are teaching your neuromuscular system to run SLOWER.

Ive done 16x100m in 12sec in nike frees and full recovery for me is HR below 120 and it takes about 2-3 minutes. So you could do more than 4 or 5 because 12 sec is about 95% for me.

Tell that to a real sprinter and he'll laugh in your face.
Standard recovery for sprint training from the USA Track and Field Coaching Manual and elsewhere for 80-150 meters: 90-95% 5-6 min; 95-100% 6-10 minutes. Partial recovery time for CPK is 3 minutes, full recovery is 8-10 minutes.
The only way you can fully recover for 95% effort in 2-3 minutes is if you're slower than shit. And this is one of the reasons that people who post here are soooo slow--they don't know how to sprint, and you can't train max speed if you don't know how.
10X100 with 3 min has been used for speed/sharpening workouts for milers for decades. But the pace is more like 400/800 pace, and not anywhere near 95% speed for 100 meters.
