Interesting topic. Costs could be controlled in many areas- for example, if you're one of the MANY Mass./R.I. colleges you could keep travel expenses down by staying local for meets.
Uniforms (cheap), coaches, travel... what else?
I have a budget less than $20,000 for each gender which is probably about average sadly.
Figure about 100-200 dollars of gear per athlete per year, if that. If you do only day trips, then assume $10 per diem per athlete, $50 for gas and tolls per van (a bus day trip is around $2000) that is hopefully provided by the school. Entry fees will range from 100 to 400 depending on how big the event is. If you want to spend the night somewhere add 100 dollars for every four athletes for a hotel and bump per diem to about $30. Add in an additional 100 dollars for expenses for every trip. If want to be real cheap, assume no money for recruiting, but then you can't set up any official visits. If you want to spend money on recruiting, then $30 for every official visit and what ever travel costs you want to pay for those kids. Also, there will be about $0-$1000 in possible dues or association fees. I believe that is about it on the cheap end of things.
