Can I run a good 5k on 4 hard runs of 3 miles per week? I'm going to run each run as hard as I can.

5K, heck I do marathons on 12 miles a week!
OK, I am ready to take the abuse, but my best friend actually ran a 4:18 mile in high school off of similar workouts.
To be exact, he ran a 3.2 mile loop 5 days a week all out at race pace. I know you guys are thinking he must have built up a base at some time, but he really did not. Craziest thing I ever saw!

Sure, give it a try. If you aren't happy with your race results then step up your training and try another 5K later.
Experiment.
I ran 21 minute 5k's on 12 miles of running, but 4 miles 3x per week. I tried to beat the previous time on each of my runs.

And that was without any base and I had never raced before.
