Interesting question. I've always wondered what the top steeplers in the world could run for a mile steeple. I'm going to have to go with Puskedra. He's the best cross country runner and would barely have to jump to clear the barriers.
German.
He is way faster over the flat mile, and somewhat faster over 5k. German is also a basketball lover, so I imagine that indicates he has (some) coordination and athleticism.
The question is moot. There is no 1 mile steeplechase race.
I think the better and more relevent question is who would triumph in a 1 mile crab walk?

Puskedra would be dead last, he might die doing this. He is one of the most uncoordinated people I have ever seen, he even admitted to running because he was too much of a klutz for any other sport.
I think German would win this one.
I want to see Derrick in a 10000, that will be his money event.
The short steeple is the 2K (a lap longer than the mile in case you need a reference). There is no 1mi steeple and those guys will probably never run the steeple anyway, 3k or 2k.
