In my experience, there is a huge cross-pollination between sprinting and football in college.
If the football guys are fast enough, they run track.
If they aren't fast enough, they still train with the sprinters, both in the weight room and elsewhere.
Football uses the track coaches to develop speed and power, everywhere I've ever seen.
There may be a couple of football guys who would be fast enough to make the school's sprint team but who don't do it for one reason or another, but I believe them to be the exception rather than the rule.
