If I'm a 3:49 1500m guy sr year in college would it be possible to go 3:38 or faster (eventually)? If so, what do I need to do? During track season I'm around 40 mpw. (my 800s 1:53, 400(r) is 50 flat, I've run 25:36 for the 8k)

your 800m sucks in comparison to your 1500m.
you need to be able to run 1.49/1.50 to run 3.38 unless you have a massive engine otherwise you are going to be to close to flat lining. If you can run 50 out of of blocks then with a bit of 400/800 training you should be able to get your 800 time down. Then you need to run more milage.
Not many 3.38 runners doing 40 miles per week unless they are 800m guys who are very talented.
It is definitely possible. It has been done by others.
The question is you are you willing to do what is takes to get there. Where do you live? What are you plans after college?
I live in northern cal. I plan on doing work or grad school after college and running my ass off.

Where in NorCal? Think about joining the aggies and hooking up w/ Joe Rubio. He's gotten a couple 3:4high dudes under 3:40.
