So I'm a sub 4 miler with 8:40 steeple. I was also born and raised Jewish. There is little chance that I can make a US Olympic team so is there a chance I can become a Israeli citizen within the year and compete in the games? What steps are necessary?

Its only for a few years, nothing much. A lot of people exaggerate how bad it is.

This person in wrong. You do not have to join the Israeli Army to make aaliyah. In fact, it would be more difficult for you to join the Israeli Army once you are an Israeli citizen than it is to attain your citizenship in the first place.
