I was in Georgia for business and could not believe how stupid these people were when driving on snow. Not everyone of course but enough that it was shocking. Speeding on snow covered roads with bald tires. Sliding all over but not slowing down, tailgating, slamming on brakes, cranking the steering wheel and pretty much during everything wrong.
Even two plows ran into each other. It was amazing and no one seemed to learn.

Well for the most part this happens everywhere. I was surprised to see it in Florida, but then again its Florida when does it ever snow there like it did.
The Mountains of NC and VA, and also Georgia get snow regularly every year and you usually don't see huge problems when it does snow.
Virginia also gets snow every year so I wouldn't say all Southerners are stupid when it comes to snow, just a lot of them, especially when your only data point is Georgia. I mean Georgia c'mon, thats really the bottom of the barrel.
Besides, Georgia has almost as many Hispanics and Blacks as it does Whites, and the traffic fatality rates of Hispanics and Blacks are higher than that of Whites.

Ok, so if you had an earthquake where ever you live would you be equipped to handle it? Your buildings and everything would shake and everyone would have no idea what to do because it rarely ever happens. Same argument can be applied here.

Snow in Georgia isn't that rare, people are just stupid.
Northerners go through the same thing with the first snowfall every year. I even witnessed it today in Wisconsin after getting a few inches of snow last night. We went a couple weeks without it & it's amazing how quickly people forget that you need to be cautious.

That is just evolution. Not a lot of snow driving in Africa when humans evolved. Central America is the same.
You could have eliminated the words "driving in the snow" from this question, and still had a marvelous query.
I didn't drive on the icy roads because I didn't have anywhere I needed to go. Almost everything was closed down/ cancelled. However my friends drove in it and they said they were sliding around on purpose.

Impossible, everyone knows that black people do not go out in the snow.
Southerners don't drive in the snow, we sit inside, drink and wait it out. It's all the transplants from up north who think they can drive in the snow that are the problem. They are too stupid to realize we don't have plows and sand and salt trucks for something that occurs once a year

Well I was tweaking my southern friends but it is true. A lot of it were tires with worn tread that would be OK for dry roads but just don't cut it for snow covered road. But some of it was driving that was nuts.
I was helping a number of cars that were stuck and drivers just didn't have a clue what to do. I actually had to take the wheel a couple times to drive cars of GUYS who were stuck. Up north I have done that for females but never had to drive a guys car out of snow that was stuck.
I live in the suburbs of Atlanta and can vouch for the fact that people's driving in the area wasn't exactly superb or intelligent. However, I've lived here for 14 years and can say that slow does not "fall regularly" in any sense of the term. Yes the temps can get below freezing, but the ground is almost always too warm for any substantial amount of snow to stick to the ground. Your black and Hispanic "statistics" are also highly unfounded and senseless.

If you are talking about any place other than the mountains of north Georgia then yes it is. It's not like it's a once a decade occurance but getting more than a day or two with snow on the ground a year is uncommon.
I go to school in Maryland and saw like 6 car accidents in 2 hours, solely right outside my window one time it snowed.
