Under NCAA rules, when can a coach start practice in the fall-summer? I know that some schools have a camp and then have a meet. Can the coach have practice with us in mid summer? If not with the whole team, part of the team?

I have never heard of any rules that cover this. If you want to meet with your new (I'm guessing) coach, call him up.
XC and track have different rules . . . NCAA sets limits for tracksters how many hours they can practice . . . conferences may have stricter rules . . . coaches sometimes ignore them anyway.
XC though, different I believe. Camps are common etc. I'm not a distance runner though, I'm surprised no one else has said anything.
There is some NCAA rule that says that official practices cannot begin more than X days before the teams first race - I'm not sure of the exact number. Coaches psuedo get around this by scheduling meets the week before Labor day and sending a 'B' team.
I read that Wetmore was with Ritz, running the mountain trails or peaks when Ritz first hurt his leg. If there are rules against having practice in the summer, Wetmore must know how to get around them.
Run under a club until you're in the clear. It makes sense on insurance grounds alone.
