My PR is 9:18 and I honestly think I can run in the UK Trials steeple. (Need to run sub 9min next season)
So my question is: Who is the slowest person that genuinely belives the can run at the Olympics?

Two words: Caster Semenya
Let's see, recently we've had guys who did this:
2002 - 46.10 at 400 meters (high school)
2003 - 45.13 at 400 meters
2004 - 44.00 at 400 meters - Olympic gold medalist
2006 - 3:54.8 at 1500 meters (high school)
2007 - 1:50.17 at 800 meters
2008 - 1:45.03 at 800 meters - 2nd at US trials, Olympian
Big improvements in a short period of time are always possible, but you gotta be a big talent.
Urm, didn't mean men running in the womens race.
If you're not limiting yourself to the UK team, the technical answer is that there isn't a qualifying mark if your country sends only one athlete.
Every country gets at least one athlete in the Olympics, and if your country sends only one, then that athlete doesn't have to hit the "A" standard or whatever the qualifying standard is for a particular sport. So if a country sending only one athlete sent that person in the steeplechase, that person could have a 15 minute PR and still genuinely believe he can run at the Olympics.

As you ran that time 4 years ago I would concentrate on getting down to that again 1st
I was actually wrong above. If a country only enters one athlete, the athlete doesn't have to meet the qualifying standard, but there's an exception that excludes combined events, steeple, and the 10000.
http://www.iaaf.org/oly08/standards/index.html
So, if the standards in 2012 are the same as 2008, you have to be able to hit the A standard (8:24:60) if your country sends 3 steeplers or the B standard (8:32) if your country sends 1 steepler.
So the slowest person qualifying for the Olympics would have to hit 8:32. You've got to get quite a bit faster to have a realistic chance to run at the Olympics.

Sorry, that was maybe a bit harsh - you need to get your injury sorted out, then you will be in with a shot of going sub 9
