I mean all round. Track, trails, mountains, roads, at all distances.

Kenya, of course.
C'mon dude. It obviously has to be Illinois. Though they are quite populated, they produce the best runners and the most.
Probably California by a long shot, but i still got to give a shout out to my native Massachusetts:
Bill Rodgers
Alberto Salazar
Lynn Jennings
Shalane Flanagan
Bob Hodge
Jonathon Riley
Nate Jenkins
Andy Powell
Brad Schlapak
Probably forgetting a few too...
apparently you payed no attention to the meaning of the words "per capita"

This is probably right.
WA STATE
Jim Ryun, thats all that matters.
I'm almost certain that Oregon does. Definitely on the HS level and probably on the elite level. The top elite guys produce too small of a sample space for a reasonable analysis.
South Carolina hands down
Hmmm...I'll give me state a shot. Missouri has around six million people. We certainly aren't the best per capita, but this isn't a bad list (all time):
Joe Falcon
Matt Tegenkamp
Mark Curp
Brian Radle
Art Waddle
Michael Cox
Jason Pyrah
Joe Leuchtmann
Seth Summerside
Heather Burroughs
Sarah Haskins (triathlete, not sure if this counts)
Jason Sandfort
Jason Luemkuhle
