Is this a trick question since your example is on the track, with the wind with and against you? On the road, for me any head wind over 6 or so seems to affect me....but there is a calculator on this somewhere..
It's not a trick question, on a track wind will still affect you because you spend longer in it (and less with a tail wind).
The problem with wind on a track is not that you spend slightly more time running into the wind; it is that the benefit you get from running with the wind at your back is less that the negative effects of running into the wind.
Wind speed is measured relative to someone standing still. The relative wind speed when you are running into the wind is higher than that number, and the relative wind speed when it is at your back is lower.
