The water meter is in a concrete case with a concrete lid. At night this gets damp, maybe because the water meter leaks a bit (that doesn't seem to affect the reading) and that causes the dial to fog up so it's not readable.
The only way I've been able to read the meter is to leave the top off for a few hours, and that only works if the sun is shining directly on the dial. Besides that, the dial gets foggy again by evening and is not readable until the next afternoon by having the sun shine inside again. Otherwise the meter is not readable.
Is there anyway to keep the dial clear so the meter can be read any time? The city was no help. Would it help to cover the dial with tinfoil or insulation or a cloth? I need to read it as the readings have been way too high and don't make any sense. Please help with ideas.
