There was a bit of a headwind, but when was the last time we had such a weak 100m field for a national championship?

Anyone know how many years it's been since the winner has been OVER 10 or when there was a slower winning time?
Maybe even more interesting, if someone can find the answer, when was the last time 3rd place was that slow? Couldn't some college teams have beaten this field? For a country with such a strong and deep sprint history and usually deep group of sprinters, having 3rd place be at 10.29 is really disappointing.
Aside from the wind what were the conditions like? What was it a tactical race? [that's a joke, just like this final was]
