Scratch that, I read the charts wrong--it's an incline of 13 feet.
standing (stationary) bike intervals - better than nothing. crankup the resistance to where u can still do ~ 90 rpm and do 30 sec, 1min, etc. popularized by tom miller ( programmed to run ). i live in chicago/ have the same problem.
stair running or jack up the trwadmill a lot and theres your hill

if there is a parking garage around, that could definitely work (i assume you're talking about running repeats).
also, though this would kind of suck and i personally would dislike having to do so, you can crank up the incline on a treadmill. this is actually probably the best simulation if you're without access to a parking garage as mentioned above.
25 miles of cycling (big gear) approximates 6 miles of hilly running. Works for me.
