The question can never be answered fully because every program is different. If you want to chase hypotheticals (this question and its answer) I would just read through the previous threads out there; the info won't really change. Your best bet is to contact coaches/athletes directly for where you want are interested in going to school.
The reality is that the only standards out there are the times you put up and present to your schools.
However, despite my cynisism, I feel like leaving my opinion...
To get on a team:
D2/D3/NAIA: often open to anyone who wants to come to practice (not travelling), but I'd say 17:30, 4:45, 10:20 will let you join a team. 16:30, 4:35, 10:00 will get you sniffing the top 10 for most teams.
D1: 16:10, 9:40, 4:30 could get you "on" most any team, besides the top 40 programs. At that level, it would be up to the coaches discretion/tryout policies.
Scholarships is a whole nother wide open plain. The only sure bet is through academics. But, I'd say 1:54, 4:18, 9:20 will get you at least a few grand at a school with a program and dedicated T&F/CC budgets. However, a lot of schools funnel their T&F/CC budget more towards track guys and not distance runners. So you never know. I knew of a sub 9:10 guy who only got a 10% scholarship (at a school with a weak program and small budget), but could have had 1/2-full rides at a few other schools in the region.
Full Ride? I doubt more than 50 of those go out for male distance runners in the NCAA each year based on soley running times alone. It all depends on the budget tactics, and signees who are coming to the school.
