Depends on how hard its raining. When I run in the pouring rain my times aren't effected. When I run in terrential downpours with 35-40 mph winds, my times are definitely effected. And then your usually running with some extra weight on you from your clothes being soaked. And you are definitely working as hard if not harder in the rain.
Why would your times be affected?
I've never adjusted times for rain. Unless it was a typhoon or hurricane, but then it would be for the wind, not rain.
I think it's windy too. Uncomfortable running in pouring rain around an empty track.

Well, I haven't run in 4 weeks, so it sounds glorious to me! I'd kill to be able to run a track workout in the pouring rain right now.
And, uncomfortable doesn't mean slower. And if around a track, the wind isn't going to affect time very much.
In my opinion, workouts should always be run by effort rather than time regardless of conditions. If you're running 1000s at threshold pace, run threshold effort for 1000m. Knowing that a threshold 1000 for you is supposed to be a certain pace can help you to learn just how hard threshold effort should be, but I wouldn't take it as a goal that I need to hit on every rep.

Good points! Internal conditions seem to be more variable than external ones anyway.
If your shoes get soaking wet, you could end up putting in the same effort while going slower.

Absolutely! As I stated earlier, when I run at the track when its downpouring and windy...much more effort. You need to fight the wind coming around the track and esp. since I don't weigh a whole lot!
I don't understand how running with heavier clothes and shoes on a slick footing would NOT slow you down. Run by effort and have fun.
