Obviously not! I've never even heard of this German Fernandex fellow.
3:55 in the 1500m would be a terrible result.
whats his injury status? is he running or cross training?
i say he runs about 20 seconds faster 3:35.8, matt centrowicz went 3:36 last year and german is worst but this year centro will go 3:33 since he has been training for 6 months since xc ended without racing and he has been injury free. Oregon made the mistake of redshirting him costing them the team title since Centro would of scored 20 points winning the mile and 3k this year.
I say for the next two years we will see small amounts of improvements (3:53 / 13:19) and then his senior year we will see him run sub 3:50 and sub 13:05.

3:55 is not much of a stretch for Fernandez in the 1500. As for how it relates to this Fernandex, I'm unsure.

97th XC/DNS Indoors is an infinite improvement over DNF XC/DNS Indoors, obviously no Sophmore Slump. At this rate of improvement Junior year might look like this: 62nd/DNF.
A 3:55 is the bare minimum for an international elite runner. In short he better do it.
