I just noticed Eddy ran thr Phoenix 5k yesterday and won the masters race with a 16:27 and in the process won $100 for his efforts. Is he still banned from USATF sponsored events or his ban up? If I was a race director I would not let him win any cash prizes.

Races have restricted prizes all the time. Perfectly legal. Cooper River has one for Charleston residents only. Grandma's used to have one for First Grandma. You can be required to have a valid USATF card to get prize money or you have to have been classified as an elite *in advance* to be eligible.
If the rules are known up front no problem. If he shows up runs, wins under the rules known at the time, and THEN they decide not to give him the money then there's a problem.
He served his penalty....as long as he's clean now....who cares.

they already have that, although they use coded words (american only).
if that is not the case, then why did they not have all these american only prize money races when foreigners like jerome drayton, rod dixon, geoff smith, john treacy were doing well in road races? and now that the foreigners doing well in races have black skin we have all these american only races.
do we really need a
15k AND 10 mile championship?
20k AND half marathon championship?
sure the few (but some top american distance runners are black, meb, lagat, abdi etc.) all these american only races came about by people wanting to make our runners win some races, so rather than figure out how to train to run times that will beat the current standards, someone came up with the idea why not just exclude the competition from being able to participate in the races.
and to exclude people just because they work hard and get results is discrimination.

seeing as how you have to get permission to use public roads for your race, you cannot practice racial discrimination.
He did the crime, and he did his time. The ban is over and it's old news. If he was registered, ran the full course and was indeed the first master to cross the finish line, he didn't steal anything. I'm not a fan or apologist...I'm just stating the facts.
Besides....it was a $100. It's not like he won the NYC marathon and took home half a million.
