I usually run on the treadmill when it's raining hard and it's below 45 degrees. I don't have that option anymore.
Any thoughts on what to wear when the weather outside is cold and it's pouring outside? I have a light wind running jacket that I use in freezing weather but it'll probably just get soaked in the rain (and it doesn't breathe very well).
I will just run in whatever and make sure I get into warm clothes quickly after the run. I would probably just go shorts and a long sleeve.

Same - plus a knit hat if it is in the 30's or low 40's, gloves as appropriate. Light tights in the 30's and below, even when wet.
LONGJOHNS under your running shorts.
LONG SLEEVE SHIRT under your jersey.
Good stocking hat that covers your ears.
If you're running in cold AND rain, then you need to get some waterproof stuff. You don't have to wear much underneath it, because it doesn't breathe that well, and you'll build up a lot of heat. If it's 40 and pouring, I'll wear a shell and pants (unlined), half tights under the pants, a tight shirt under the jacket, Brooks Wanganui gloves (fairly waterproof, and a hat under my hood to keep the rain out of my eyes. It can actually get quite hot by the end, but it beats being too cold and getting injured.
If you don't want to spring for real Gore-Tex, LL Bean and Lands End have some knock off materials that are almost as good. I think my jacket shell was $50 and my pants were $25.
I am in the exact same position today. I could have written precisely what you wrote. I just canceled my gym membership last week and today woke up to it pouring and cold outside.
I figure, the cold is a no-brainer.. you run & generate body heat and hop in the shower after.
Kinda ditto on the rain... it's only water. You're made of water. Just get warmed up quickly afterward and you'll be okay.
So it doesn't matter what you wear as long as you aren't shivering while running, which is unlikely anyway. I'm planning on long-sleeves and shorts or shorts with tights underneath, and a cap to keep the water out of my eyes.
If it's cold, always try to keep your head dry. This will make you feel warmer. The rest, who cares.
I will wear shorts/t-shirt down to 50 degrees in rain. Under 50 add a hat and gloves if need be. Under 40 add a long sleeve-t.
Heavy rain gear doesn't breathe well and you end up soaked anyway, just like you would if you just ran in the rain.
thanks for the suggestions. I'd like to find something that will not leave me carrying an extra 5lbs of water throughout the run. The loose fitting long shirt that I wear just absorbs the rain. When I ever I come to a stop, I sometimes just wring the water out to get rid of the extra weight. I'm not a big fan of compression shirts but maybe its the best option.

How do you think women deal with it? A good compression shirt will not chafe, because it will not move over your body. On the other hand, the worst chafing I've ever had was in singlets.
Any wind breaker is OK. Then just wear a dri-fit type short-sleeve underneath. Even though some of the rain will just soak through the windbreaker you'll be OK because you're dressed lightly and moving at a good pace.
I would just wear shorts and keep it moving.
